Siemens fire alarm system manufacturer introduces the certification of fire protection products
All domestic fire protection products in our country have undergone CCC certification, but in addition to 3C certification, many fire protection products have also undergone foreign certification, making it easier to enter the international market. Below, the Siemens fire alarm system manufacturer's editor will popularize the common fire protection product certifications for everyone.
1、 3C certification, voluntary product certification, and product technology appraisal (China)
1. 3C certification
CCC certification is also known as "China Compulsory Certification", abbreviated as "CCC". The symbol of CCCOCCC certification is "CCC", which is formulated by the National Certification and Accreditation Administration in accordance with the "Regulations on the Administration of Compulsory Product Certification" (Order No. 5 of the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China).
"CCC" is a unified symbol used by the state for mandatory product certification. As an authoritative "CCC" certification that combines National Security Certification (CCEE), Import Safety and Quality Licensing System (CCIB), and China Electromagnetic Compatibility Certification (EMC), it is an advanced symbol of China's General Administration of Quality Supervision, Inspection and Quarantine and the National Certification and Accreditation Administration's integration with international standards.
The 3C mark is not a quality mark, but rather a fundamental safety certification.
3C certification is a unified catalog, unified standards, technical regulations, conformity assessment procedures, unified certification marks, and unified fee standards.
The 3C logo for fire protection products is generally affixed to the surface of the product or molded onto the product. There is a random code after each 3C logo, and each random code has a corresponding manufacturer and product. The Certification Mark Distribution Management Center has entered the corresponding product code into the computer database when issuing mandatory product certification marks, and consumers can query the code through the National Quality Certification Center.
Note: CCC (S) (safety), CCC (EMC) (electromagnetic compatibility), (S+EMC) (safety+electromagnetic compatibility), CCC (F) (fire protection)
Supervision and inspection: After product certification, at least one factory or construction site supervision and inspection or sampling inspection should be conducted every 12 months (the inspection frequency can be appropriately relaxed after reaching a certain category).
Attention: Foreign certification cannot replace domestic certification. Products that belong to the mandatory product certification catalog must obtain 3C certification before they can be used.
2. Voluntary product certification
For some products that are not included in the national mandatory certification catalog, non mandatory certification can be carried out. Non mandatory certification is a voluntary behavior of enterprises, known as "voluntary product certification".
Supervision and inspection: Refer to the requirements of the "Implementation Rules for Voluntary Product Certification".
3. Product technical appraisal
Newly developed fire protection products that have not yet established national or industry standards should undergo technical appraisal and obtain a technical appraisal certificate before they can be produced, sold, and used.
Supervision and inspection: Refer to the requirements of the "Technical Appraisal Work Specification for Fire Protection Products".
2、 UL certification (USA)
UL stands for Underwriter Laboratories Inc. in the United States. The UL Safety Testing Institute is the most authoritative organization in the United States and also one of the largest civilian organizations in the world engaged in safety testing and certification.
UL is an independent, non-profit professional organization that conducts experiments for public safety. It adopts scientific testing methods to study and determine whether various materials, devices, products, equipment, buildings, etc. pose a threat to life and property, and to what extent; Determine, write, and distribute corresponding standards and materials that help reduce and prevent losses to life and property, while conducting factual research services. In short, it mainly engages in product safety certification and business safety certification, with the ultimate goal of obtaining goods with a considerable level of safety in the market, and contributing to ensuring personal health and property safety. As an effective means of eliminating technical barriers in international trade, UL plays a positive role in promoting the development of international trade through product safety certification.
UL is a voluntary certification in the United States (UL certification is mandatory under certain state laws). In fact, when products are exported to the United States, consumers are not familiar with UL certification. However, there are strict regulations in the United States, so some products need to be insured by publicly recognized insurance companies. This way, in the future, if there is any harm to people, they can claim compensation. The premise for insurance companies to underwrite products is to recognize certification and reports issued by institutions like UL. So UL certification appears to be a voluntary certification, but in fact, it is also mandatory.
When applying for UL for fire protection products, you can apply for UL separately (the product can only be circulated in the United States) or UL+CUL (the product can be circulated in the United States and Canada, which is the entire North American region).
Supervision and inspection: After product certification, conduct on-site factory supervision and inspection four times a year.
3、 FM certification (USA)
FM Approval - a certificate for entering the global market, FM Global provides testing and certification services to industrial and commercial products worldwide through its affiliated FM Approval organizations. The FM certification is widely recognized worldwide, indicating to consumers that the product or service has passed the highest standards of testing in the United States and internationally.
There are certain fire protection product manufacturers around the world who take pride in obtaining FM product certification, which is also a symbol of quality. Generally, only fire protection products that have obtained FM certification can be insured for relevant property or fire insurance globally. Otherwise, insurance companies refuse to allow insurers to insure.
At present, the first consideration for construction contractors in developed countries such as the United States when choosing fire protection products is whether the target product has obtained FM certification. In addition to entering the North American market, products that have obtained FM certification can also enter other global markets, mainly from the countries and regions where FM certification bodies mutually recognize laboratories. If there is a mutually recognized agreement, there is no need to retest when entering these markets. If such a product is sold in another market, it not only has the FM logo, but also the logo of the certification and testing agency in the country and region where it is located. Because FM has a mutual recognition agreement, a product will carry two or more standards.
FM Global provides testing and certification services to industrial and commercial products worldwide through its affiliated FMAp approvals organization. The FM certification is widely recognized worldwide, indicating to consumers that the product or service has passed the highest standards of testing in the United States and internationally.
Supervision and Inspection: After product certification, there will be four supervision and inspections per year, one of which will be self audited by FM, and the other three will be approved by UL's audit report.
Note: There is no mutual recognition or substitution between FM and UL, and firefighting manufacturers usually obtain both certifications simultaneously.
Some foreign-funded projects and important domestic projects in our country may also require FM and UL certification for their fire protection products.
4、 LPCB certification (UK)
The full name of LPCB certification is LossPrevention Certification Board certification, which is a standard in the field of security and fire protection in the UK. Passing LPCB certification is equivalent to the product already meeting UK standards.
The Chinese name of LPCB is the UK Loss Prevention Committee. The UK has a comprehensive mechanism for certification of security and fire protection products, and LPCB is the main organization engaged in certification in this field, headquartered in the UK. It was first established in 1880 and specializes in fire protection engineering. It joined BRE Certification Company on March 31, 2000. The current official certification body is the BRE certification company.
LPCB attaches great importance to the formulation and revision of certification rules. Before carrying out any new certification business, it is necessary to first establish a working group to formulate certification rules, widely attract professionals from all aspects of society to participate, and fully represent the opinions of all stakeholders. At present, LPCB has more than one relatively fixed working group, forming a scientific and standardized certification rule system.
Supervision and inspection: After product certification, conduct on-site factory supervision and inspection twice a year.
5、 VDS certification (Germany)
VDS: A professional certification consulting agency in Germany, mainly engaged in certification consulting for security and fire protection system products.
VDS and LPCB are both notified bodies designated by CE for fire detection and alarm products.
Supervision and inspection: After VDS certification, supervision and review are required.
6、 CE certification (EU)
The CE certification mark is a safety certification mark that is considered a passport for manufacturers to open and enter the European market. All fire protection products with the "CE certification" mark can be sold and sold in the member countries of Europe without meeting the requirements of each member country, thus achieving free circulation of goods within the European member countries.
The "CE" mark is a mandatory certification mark in the EU market. Whether it is a product produced by internal enterprises in the EU or products produced in other countries, in order to circulate freely in the EU market, it is necessary to attach the "CE mark" to indicate that the product meets the basic requirements of the EU's "New Methods for Technical Coordination and Standardization" directive. This is a mandatory requirement of European law for products. The word CE is an abbreviation from the French word "Communate Europe ene", which means the European Community. The European Community later evolved into the European Union (referred to as the EU).
In general, the validity period of CE certification certificates has no limit. Only when a new directive is issued, the previous directive will be invalidated. Generally, when the EU directive expires, a new directive is sufficient.
Simply put, a CE certification certificate has a validity period of at least ten years.
The CE mark is a mandatory certification mark in the EU market, which is a mandatory requirement of EU law for products and a passport for products to be allowed to enter the EU market for sale.
