Siemens fire alarm manufacturer explains pre fire prevention measures for petrochemical enterprises
At around 10 o'clock on August 29th, the storage and transportation tank No. 875 in the storage and transportation workshop of PetroChina Dalian Petrochemical Branch, located in Ganjingzi District, Dalian City, caught fire and exploded. According to on-site insiders, the explosion was caused by static electricity during the operation of the staff. This is already the second accident that has occurred in the company this year. The first accident occurred around 2:30 pm on July 16th, when the "three distillation heat exchanger" of a refining unit at PetroChina Dalian Petrochemical Branch leaked and caught fire. How can fires in petrochemical enterprises be effectively contained? Regarding this, Siemens fire alarm manufacturer will provide you with specific information
PetroChina Dalian Petrochemical Company is currently the largest refinery in China, with a 10 million ton atmospheric and vacuum distillation unit in the factory area. It was officially completed and put into operation in 2007 with an investment of 10.7 billion yuan. Among them, the technological transformation project for processing sulfur-containing oil includes the construction of 7 production units and supporting production systems, and the production processes of the units are introduced with advanced technologies from international companies such as Shell.
In recent years, petrochemical enterprises have entered a period of frequent accidents. Oil spills have occurred successively in CNOOC Penglai and Suizhong oilfields, as well as leakage and fire accidents at CNOOC Huizhou refinery.
Firstly, establish a fire safety management system. Establishing and improving the fire safety management system, implementing the fire work responsibility system and target management, is an important link in doing a good job in fire work. The content of the fire safety system should include fire safety education, fire safety inspection, fire management, electricity management, fire equipment management, management of flammable and explosive chemicals, and post fire responsibility system.
Secondly, we should focus on fire education and strengthen the hardware foundation of fire safety. Increasing the intensity of fire education and training, enhancing the public's awareness of fire safety, is the social foundation for doing a good job in fire protection. Enterprises should use various forms to provide planned fire safety education and training to full-time and part-time fire prevention cadres, personnel in hazardous positions, special operation personnel, gatekeepers, and new employees, effectively helping cadres and employees improve their skills in extinguishing initial fires and enhance their disaster prevention and resistance capabilities. Increase investment in fire safety funds to ensure that the hardware facilities for enterprise fire safety are in place. We need to increase investment in fire-fighting hardware facilities and strengthen the management and inspection of fire-fighting equipment. The fire extinguishing equipment installed in each position is the main tool for eliminating initial fires and preventing the spread of fires, and must be kept in good condition at all times.
Again, conduct frequent inspections and strict assessments. Establish a daily fire prevention inspection system for enterprises, adhere to fire safety inspections for all units, adhere to joint inspections between fire safety functional departments and relevant departments, adhere to night inspections, timely carry out various special inspections, and rectify fire hazards discovered within a specified period of time; Strengthen the fire safety awareness and sense of responsibility of leaders and employees at all levels, effectively supervise them to do a good job in fire safety work, prevent mistakes, and truly implement fire safety work.
Finally, establish a dedicated firefighting team and clarify responsibilities. To establish a full-time fire brigade for enterprises, it is necessary to select and cultivate commanders with high awareness, good quality, certain professional theoretical level, knowledge of petrochemical industry, and the ability to handle fire hazards and accidents correctly. Highlighting the professional training of special agents, we will promptly develop emergency response plans and conduct drills to address potential malignant fire accidents such as explosions, collapses, leaks, and toxic gas diffusion that may occur in oil and gas fires such as petrochemical development, refining, and storage and transportation, and maintain a state of readiness at all times. Fully leverage the combat effectiveness of modern firefighting equipment, adopt the best tactics, leverage technological advantages, and strive for the best firefighting effect.
